Biography

Rachel’s practice encompasses a wide variety of transactional and regulatory matters for Verrill Dana’s health care clients, including health systems, hospitals, academic medical centers and pharmaceutical and medical device companies. In particular, Rachel has experience advising clients on Stark law and anti-kickback statute, HIPAA, state data protection and privacy laws, and state and federal licensure issues. Rachel also has a strong understanding of the various legal issues affecting the life sciences industry through a prior on-site placement at a pharmaceutical company, where she advised the company on issues related to clinical trials, market research, sales representative contracts and vendor contracts, among others.

Prior to joining Verrill Dana, Rachel worked as an associate in the public finance group of Mintz Levin. While there, she served as bond counsel, underwriter’s counsel and borrower’s counsel for tax-exempt and taxable financings related to health care, housing, higher education and economic development, with a focus on 501(c)(3) health care financings.

Rachel received her law degree from Boston College Law School. While in law school, Rachel served as a regulatory practice extern at the Massachusetts Health Policy Commission and interned at the Massachusetts Attorney General’s Office in the Health Care Division, where her work involved health, pharmaceutical, and privacy matters. Rachel also served as a Staff Writer for the Boston College Law Review. Her note, Uncharitable Hospitals: Why the IRS Needs Intermediate Sanctions to Regulate Tax-Exempt Hospitals, was published by the Law Review in 2014.

Prior to law school, Rachel worked as the Assistant Director of Government Affairs for the Office of Massachusetts Governor Deval L. Patrick.

Outside of the office, Rachel enjoys exploring Boston’s food and music scene with her husband Jacob and training for marathons with her favorite running partner, her vizsla-mix rescue dog Austin.
