Steve Rowe is Counsel in Verrill Dana's Litigation & Trial Department.

Steve has substantial experience in law, public policy and management.  He served as Maine's Attorney General from 2001-2009.  He also served in the Maine House of Representatives, including a term as Speaker of the House.  Prior to becoming Attorney General, Steve was a litigation counsel with UNUM.  There, he gained substantial experience in ERISA welfare benefit plan litigation.  Steve also held positions in marketing and finance with Fairchild Semiconductor.  Steve is a West Point graduate who served both as an active duty and reserve Army officer.

As Attorney General, Steve headed an office of more than 100 attorneys.  He prioritized and championed issues related to children and families, affordable health care, consumer protection, civil rights, domestic violence and elder abuse.  Steve led his fellow state attorneys general in national efforts to reduce prescription drug pricing and stop alcohol companies from marketing to youth.  He helped reform mortgage lending practices by taking on predatory lenders and by advocating for tougher consumer protection laws.  Steve led successful efforts to enforce state and federal environmental laws.  This included personally arguing a Clean Water Act case before the U.S. Supreme Court. 

As a legislator, Steve was known for his leadership in the areas of economic development, environmental protection and health.  He led the creation of the Maine Technology Institute to provide capital to innovative, technology-based businesses.  He led passage of a $50 million Land for Maine's Future bond.  He was the architect of the Fund for a Healthy Maine, which uses tobacco settlement proceeds for health related purposes.  Steve helped craft and pass the landmark Maine Rx law, which he, as Attorney General, later helped to successfully defend in the U.S. Supreme Court.

Steve holds a JD degree from the University of Maine School of Law, an MBA degree from the University of Utah Graduate School of Business and a BS degree in engineering from the United States Military Academy.
